近来，多方面在关注森林管理委员会（FSC）认证体系或通过FSC认可的认证机构的业务是否符合中国政府有关法律法规要求。有关人士担心FSC机构并没有正式获得中国政府的认可，或猜测FSC在中国的认可和认证活动并未合规。
在此，FSC想强调以下信息：
1) FSC自身并不直接颁发证书，我们与中国官方认可的FSC认证机构紧密合作。目前在中国所有开展FSC认证业务的认证机构都严格按照CNCA的要求来开展工作，符合《中华人民共和国认证认可条例》的所有规定。
2) FSC是一个公开透明的机构，旨在与中国其他认证体系共同努力，确保森林管理标准有效的得到实施。FSC认证业务在中国的开展已经超过16年，通过其独特的认证机构网络已向3378家组织提供FSC产销监管链认证，颁发的森林经营认证覆盖了中国3百万公顷森林，为贴有FSC标签的产品在中国与国际市场上带来了卓越的商务业绩。
3) FSC致力于其推动负责任森林管理的使命并且一直力求让所有利益相关方及林业管理者共同参与。FSC通过努力推进环境适宜、社会有益和经济可行的森林管理来帮助当地社区与企业从森林经营活动中长期受益。
同时，FSC已立即与相关方面开展了有力的沟通与合作。具体如下：
- 持续并加强与国家林业局(SFA)和中国国家认证认可监督管理委员会（CNCA）高层官员的互动和交流；
- 加快与来自国家林业局、中国林科院、国有林场、认证机构、社会团体和商业组织等机构的专家开展FSC中国 指标的制定工作；

There have recently been concerns raised that some of the operations of the Forest Stewardship Council (FSC) certification system or those FSC accredited certification bodies in China may not comply with certain regulations and laws in China. These concerns have suggested that FSC is not formally recognized by the Chinese Government and that activities regarding FSC accreditation and certification in China may be, in some ways, non-compliant.
FSC would like to reinforce the following:
1）FSC does not issue certificates itself but works closely with FSC accredited certification bodies in China. FSC accredited certification bodies in China are working in compliance with all guidelines issued by the Certification and Accreditation Administration of the People’s Republic of China (CNCA), which is regulated by the Regulation of the People’s Republic of China on Certification and Accreditation.
2）FSC is an open and transparent organization, which aims to work in co-existence with other certifications in China while ensuring implementation of forest management standards as appropriate. FSC has been operating in China for 16 years, delivering supply chain certification to 3,378 organizations through its unique network of certification bodies, as well as 61 forest management certifications covering over 3 million hectares of forests in China, providing significant benefits to Chinese business through international and national market demand for FSC labeled products.
3）FSC is committed to its mission to promote sustainable forest management and will continuously strive to engage all relevant stakeholders and forest managers in the responsible management of forest resources. Working to promote environmentally and socially beneficial forest management, FSC helps local communities, companies and society at large to enjoy long-term benefits of managing forests in a responsible way.
Addressing those concerns regarding the credibility of Forest Stewardship Council (FSC) in China, FSC has developed strong collaboration with all the relevant parties involved in the matter. More specifically, FSC has undertaken the following actions:
- Increased engagement and sustained ongoing dialogue with high-level officials in the State Forest Administration (SFA) and the Certification and Accreditation Administration of the People’s Republic of China (CNCA),
- Accelerated work with the China Standard Development Group that includes individuals from the State Forest Administration (SFA), Chinese Academy of Forestry, state-owned forest farms, certification bodies, civil society and commercial organizations to develop a China standard for FSC certification,
- Development of a specific communications platform to continuously and consistently convey the full array of FSCs’ and certification bodies’ work in China to key stakeholders. Moving forward, we will keep you informed of any relevant updates and will continue to collaborate with you and your organization on these issues.
